IMO I think this song can have many meanings. Put yourself in the shoes of the person singing it not Roger Waters, but just a guy. His life can be hard and he wants to give up sometimes. Other people see him as someone he is not ("This is not who I am"). He isnt happy with himself but then he remembers his childhood and what he wanted to be as an adult. He then sees that everything he has ever wanted to be never came true ("The child has grown, the dream is gone"). He then changes for the best.
